Benefits for Persons with Disabilities

Mobility Allowance

This is a recurring entitlement benefit for persons older than 1 year who:

are unable to manage the basic life needs of mobility or orientation, or for the duration of validity of a ZTP or ZTP/P card (no later than 31 December 2015)
regularly travel or are transported within a calendar month
are not receiving residential social services under the Social Services Act in a home for persons with disabilities, a home for the elderly, a home with a special regime, or an institutional healthcare facility
for reasons deserving special consideration, the mobility allowance may also be granted to those using the residential social services mentioned above

Amount of the benefit: CZK 550 per month (effective from 1 January 2018)

Special Aid Allowance

Act No. 301/2017 Coll., amending Act No. 329/2011 Coll., on the provision of benefits to persons with disabilities, effective from 1 January 2018, changes the conditions for granting the special aid allowance (motor vehicle) as follows:

a repeat allowance may be applied for after 7 years have elapsed (Section 9(11)); this also applies to previously granted allowances
the frequency and reason for transport and overall social and financial circumstances are not taken into account
only the income of the person and of persons assessed jointly with them is considered (minimum allowance CZK 100,000 — income higher than 12 times the subsistence minimum; maximum CZK 200,000 — income equal to or lower than 8 times the subsistence minimum — see Section 10(5))

Entitlement to the special aid allowance applies to persons with:

a severe disorder of the musculoskeletal system
a severe hearing impairment
a severe visual impairment

Where the aid is a motor vehicle, persons with a severe disorder of the musculoskeletal system are entitled to the special aid allowance.

The range of health conditions relating to the allowances is specified in the annex to the Act on the provision of benefits to persons with disabilities.

Further conditions for granting the special aid allowance:

age above 3 years (motor vehicle, home modification), 15 years (guide dog), 1 year (all other aids)
the aid enables self-care or employment, vocational training, access to information, education, or contact with others
ability to use the special aid
the special aid is not a medical device fully covered by public health insurance or loaned by a health insurance company; nor may it be a medical device not covered by public health insurance or loaned by a health insurance company due to insufficient medical indication
if the aid is a motor vehicle, it must be used repeatedly within a calendar month for transporting the benefit recipient, who must be able to drive the motor vehicle or be transported in it
the list of special aids for which the benefit is intended is contained in the implementing decree; the allowance is also provided for aids not listed in the decree, provided the regional branch of the Labour Office considers them comparable to one of the listed aids
