Basic Legal Regulation
Vehicle marking for the transport of a severely disabled person (marking O 7) and marking for a vehicle driven by a hearing-impaired person (marking O 2)
Act No. 361/2000 Coll., on Road Traffic
Issued by: social affairs departments of municipalities with extended powers
Supplementary Information
Parking permit for persons with disabilities and reserved parking space — marking O 7
Social affairs departments of municipalities with extended powers issue so-called "parking permits for persons with disabilities" to holders of ZTP or ZTP/P cards. This permit entitles them to park for the necessary duration in no-parking zones, provided it does not endanger road safety and traffic flow and is urgently necessary.
Vehicles marked in this way may enter areas with prohibition signs bearing supplementary plates "Except for deliveries" or "Except for service traffic". In individual cases, where urgently necessary, entry beyond signs with supplementary plates "Deliveries only" or "Service traffic only" may also be tolerated.
Holders of ZTP or ZTP/P cards are also exempt from the motorway vignette. This benefit is linked to the disability card, not the parking permit. It applies only when the card holder is travelling in the vehicle and the vehicle is owned by the card holder or a close family member.
The special marking O 7 may only be used on a vehicle transporting a severely disabled person; otherwise, the marking must not be used. If the holder uses multiple vehicles, the special marking O 7 must only be displayed on the vehicle in which they are currently travelling.
The marking on the vehicle must be clearly visible from the outside to make it apparent that the vehicle is transporting such a person and has special privileges.
A vehicle owner holding a ZTP or ZTP/P card may apply at the transport department of a municipality with extended powers for a reserved parking space at their place of residence. They are exempt from the fee for permission to establish such a space and do not pay a fee for the use of public space. The applicant is required to pay the fee for marking the space to the transport department or the contracted company.
The parking permit is valid throughout the EU, but the motorway vignette exemption applies only within the territory of the Czech Republic. The parking permit is valid in the EU primarily for parking, but we recommend checking the exact conditions in the country you are travelling to. EU member states have not yet agreed on other "transferable" benefits across the entire EU.
