Minutes of the CSH Council Correspondence Meeting

To expedite the process, the Council resorted to a correspondence exchange of opinions and voting via the internet. Participants: M. Bohůn, V. Dolejš, P. Grim, J. Kalábová, M. Skořepa, V. Tóth. Did not participate: N. Zidkova. The correspondence took place on 17 and 18 December 2015.

1. The main item was Hemojunior's proposal to organise a CSH and HJ ball. After discussion, the term "ball" was changed to "gala evening." HJ obtained the possibility to host the evening at the Hotel Alcron in Prague on 19 February 2016 without having to pay for the venue rental, but with the obligation to cover catering costs. After negotiations between HJ Chairman Michael Bereň and the Alcron Hotel management, they presented the requirement of CZK 765 per participant for a buffet; the hotel offered only a 10% discount. In addition, M. Bohůn offered to supply his own wine (estimated at CZK 10,000), and CSH member J. Roušar offered a band for CZK 10,000. The association and HJ would need to take care of bar service, cloakroom, and similar duties. With an expected attendance of 100 people, costs would amount to approximately CZK 100,000, with the condition that everything must end by 23:30, after which quiet hours must be observed at the hotel. During preliminary negotiations with HJ in November, the Council had already approved the requirement to set an admission fee of CZK 200 per person, with two complimentary tickets offered to all centres and cooperating sponsors. After a very long and extensive debate, CSH Council members voted on whether to organise the event under these conditions at all, with the following result:

By a vote of 3:2, the Council decided to join the organisation of the Gala Evening; V. Dolejš will inform HJ of the decision.

2. V. Dolejš informed about the allocation of a Ministry of Health grant in the amount of CZK 58,870 for the project "Support for Patient Organisations." The condition is that the funds must be spent by 31 December 2015, and no amounts may be used for 2016, not even as advances. Given that the decision bears the date of 23 November 2015 and was delivered on 9 December, the Council is forced to decline the grant. It is specifically earmarked for organising a regional workshop, which is no longer possible due to time constraints at the end of the year. V. Dolejš asked the Council to approve a proposal to send a protest letter about the schedule directly to the Minister and to also alert the Supreme Audit Office of the Czech Republic about the manner of handling funds allocated for grants. M. Bohůn and V. Tóth disagreed out of concern about deteriorating relations with the Ministry; the protest will not be sent. CSH will return the already transferred amount to the Ministry.
